This proposal calls for the timely establishment of a permanent group of 40,000 experts in “technologies of consciousness,” including Transcendental Meditation and related technologies. Previous research clearly indicates that a group of approximately 8,000 experts (the square root of one percent of the world’s population) practicing these technologies can markedly reduce violence and terrorism worldwide. However, with the current global crisis and the increasingly widespread availability of weapons of mass destruction, it is vitally important that we not just reduce the incidence of terrorism, but that we effectively eliminate it. For this reason, a group of 40,000 experts is being proposed.

For the combined reasons of cost and the availability of trained experts, this group would be most practically situated in India. The critical task of assembling and training the needed 40,000 experts in the technologies of consciousness is well under way. There are currently 175,000 experts being trained in villages and cities around India. Of these, 8,000 are in residence in 11 major campuses, and the rest are in smaller facilities. From these will be culled the most proficient to comprise the core group of 40,000 experts.

The project organizers have located a site of 5,000 acres on the Ganges River, large enough to accommodate the 40,000 experts. A portion of this land, 400 acres, has already been secured. The architectural and design team has prepared its site plan. Local contractors have been identified and the construction management team assembled. The remaining land acquisition and final governmental approvals await only the finances.

At an estimated cost of $125 per month per expert, the annual operating expense for the requisite experts is $60 million. To ensure continuity of the group and its predicted positive impact on world events and global terrorism, a World Peace Endowment Fund of $1 billion is being sought. The principal from this fund will be preserved in perpetuity; the interest generated on the basis of this principal would be used to fund the project on a permanent basis.

Sponsoring Organizations

The principal sponsoring organizations, Maharishi University of Management (MUM) in the United States and Maharishi Ved Vigyan Vishwa Vidyapeetham in India (MVVVV), are highly experienced in managing large projects.

Maharishi University of Management, Fairfield, Iowa USA

Role: Project design, financial supervision and reporting, fundraising, scientific evaluation and program coordination.

History: Maharishi University of Management is a private, nonsectarian, coeducational university accredited at the doctoral level by the North Central Association of Colleges and Schools. Established in 1971, the University has been in Fairfield, Iowa, since 1974. Maharishi University of Management has been awarded approximately $20 million in research grants from both the U.S. government and the private sector, and it also runs an award-winning K-12 college preparatory laboratory school. Highly qualified research professors and administrators from the Treasurer’s Office, Office of Sponsored Programs, College of Business, and the Institute of Science, Technology and Public Policy will participate in the project.

Maharishi Ved Vigyan Vishwa Vidyapeetham, India

Role: This educational organization supervises the daily administration of the existing educational programs in India, including more than 170,000 peace experts currently in training. Senior management of this institution has significant experience in construction, transportation, housing, food, maintenance, administration, health care, security and finances.

History: MVVVV and its affiliates comprise the largest private educational organization in India. It has built and is running 242 Maharishi Vidya Mandir Schools (secondary education), with approximately 400,000 students in 17 states. In addition, there are 24 Maharishi Ideal Girls Schools, which are public secondary schools for girls, located throughout India. At the university level, there are five campuses of Maharishi Institute of Management, which offers an American MBA degree program in collaboration with Maharishi University of Management. One campus also offers a Post Graduate Diploma in Business Administration. Some of the 500 recent graduates of this MBA program will be engaged to administer this project.

Management

In India

The Indian management team is assuming primary responsibility for land acquisition, architectural design, construction management and ongoing project management. It includes a design team that is led by Dr. Eike Hartmann, who has designed and overseen the construction of all the building in India (see above) and of other major projects in Asia, Australia, Europe, and North and South America. The chief local designer is Virendra Sharma, Professor of Architecture at the Delhi School of Architectural Planning and Design, and award-wining specialist in town planning. The construction and project management team is the same team that recently built 242 new schools across India, headed by Dr. Girish Varma and Dr. Prakash Shrivastava. The security and government liaison team is headed by Major General Dr. Kulwant Singh, a top-ranking army general and distinguished military scholar who helped lead the fight against terrorism in India for nearly three decades.

In America

The American management team is responsible for assisting in overall project design, financial supervision and reporting, fundraising, scientific evaluation and program coordination. It is headed by Dr. John Hagelin, a world authority in the area of unified quantum field theories and renowned science and public policy expert. Directing the scientific evaluation is Dr. Peter Salk, esteemed biomedical researcher and Vice President and Scientific Director of the Jonas Salk Foundation. Assisting in project design and financial supervision is Michael Spivak, CPA, treasurer of MUM and former Chief Financial Officer of KSCI Television in Los Angeles; and Harris Kaplan, formerly President of Eastgate Management, one of the largest and most successful energy equity investment companies.

Facilities Plan

A major tract of land along the Ganges River, consisting of approximately 5,000 acres, has been identified as the site for this project. An initial parcel of 400 acres there has been purchased. This land will accommodate all the living, educational, dining, recreational and support buildings.

As soon as funds are secured, building will commence for the first group of 4,000 on the Ganges, and the remaining land acquisition will be finalized. Due to the urgent need for rapid implementation, the construction plans call for permanent housing as well as supplemental temporary housing facilities that can accommodate large groups while the permanent housing is completed.

During the ramp up of land acquisition and construction, MVVVV has also organized for a separate facility near Jabalpur. This adjunct facility currently includes 800,000 square feet of living and common space, and accommodates 4,000 experts who have already assembled there.

The Ganges campus will be designed and built by the same architectural and project management team that recently constructed 242 new schools throughout India, as well as the facility for 4,000 near Jabalpur. The team includes senior architects, designers, project managers, security experts and construction specialists, with expertise in cost and quality control, local materials and local construction systems.
