This proposal presents a proven, practical technology for preventing terrorism that has been validated by more than 50 replications and 19 studies published in leading peer-reviewed scientific journals. It is a direct technological application of the most advanced discoveries in the fields of quantum mechanics, neuroscience, and human consciousness, and is supported by hundreds of scientists who have examined the technology and its associated research.

The approach calls for the establishment of a permanent group of 40,000 experts practicing specific “technologies of consciousness” that have been scientifically shown to neutralize acute ethnic, political and religious tensions that fuel violence, terrorism and social conflict. By defusing tensions and neutralizing animosity towards the United States, this field-tested approach will  immediately:

		Prevent terrorist cells from proliferating in at-risk countries where anti-U.S. tensions run high; prevent terrorist trainees and other potential antagonists around the world from engaging in suicide missions and other fanatical acts of terrorism.
		Create a peaceful and cooperative environment within hostile nations serving as home bases to terrorists as well as within neighboring countries, conducive to the formation of a stable, post-terrorist regime.
		Relieve tremendous pressure on our Departments of Defense, Homeland Security, Justice, and other departments charged with protecting America against terrorist attacks.

This Invincible Defense Technology is a crucial component of any comprehensive approach to preventing and eradicating terrorism. It can be implemented immediately, requiring only annual funding of approximately $60 million. An endowment of $1 billion is being sought so that the interest on these funds, managed by a board of professional, experienced fund managers, can ensure implementation of this solution on a permanent basis.

This proposal is being submitted by:

1. Maharishi University of Management (MUM), a private, nonsectarian university accredited at the doctoral level by the North Central Association of Colleges and Schools. Established in 1971 and located in Fairfield, Iowa, MUM has been awarded nearly $20 million in research grants from the U.S. government.
